National Regulatory Agency for Electronic Communications and Information Technology of the Republic of Moldova

The National regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) has placed on its Web page, for public consultations, Draft (doc. in state language) Administrative Board Decision on Approving the Instruction on Implementation of Separate Cost Accounting by JSC „Moldtelecom” within internal accounting management. Interested stakeholders are invited to provide recommendations before the deadline February 5, 2011.

The document was developed pursuant to the provisions of the Law on Electronic Communications and Administrative Board Decisions no. 60 and 79 (docs in state language) in which the board imposed on JSC „Moldtelecom” the obligation to keep separate cost accounting given the fact that the company has significant market power on the markets for voice call termination in individual fixed and mobile networks. The draft Instruction on Implementation of Separate cost Accounting by JSC „Moldtelecom” within internal accounting management is meant to help Moldtelecom meet the given obligation.

The draft provides for the documents that are to be reported, the format of separate reports and degree of detail required, the methodological principles for cost, revenues, assets and capital allocation per activities and services.

According to the Explanatory Note (doc. in state language) to the draft document JSC „Moldtelecom” needs to submit the following documents on yearly basis:
(1) Financial Report which will include separate financial reports per services and business units, additional financial reports and the audit report;
(2) Methodology of separate cost accounting; and
(3) Report on Methodology of detailed cost, revenues, assets and capital allocation.
