Other two categories of frequencies can be used license-free

Holders of personal mobile analog and digital radio equipment (PMR-446) under emission power up to 500 mW are entitled to use certain frequencies without a license or technical permit for that effect. This is a provision of the Administrative Board Decision of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) No. 29 of 02.11.2011 (doc. in state language), issued to complete Decision 126 of 02.06.2009 on radio frequency categories the use of which is not subject to general authorization regime and is allowed without priorly obtaining a license or a technical permit.

PMR-446 equipment (devices) are intended for the provision of short-range voice communications and are used exclusively for the individual needs of natural and legal persons, owning such equipment. They cannot be used for the provision of public electronic communications services. According to the ANRCETI Decision, private mobile analog radio equipment will use the 466.000 - 466.100 MHz frequency band, digital equipment - 466.100 - 466.200 MHz band.

Previously, ANRCETI established in accordance with the recommendations of the European Conference for Post and Telecommunications (CEPT), the first 13 categories of frequencies that can be used license-free by owners of short-range radio equipment. Every category lists the frequency bands are used for certain services, such as: management of security alarm systems for buildings, automatic inspection of road traffic, rail road applications, routing model airplanes, ships, sound systems for concert halls, detecting defects in construction, etc.

These frequency categories are used only for short-range radio equipment (SRD) of land mobile and fixed service, etc. as a secondary status and are certified in accordance with the national regulations RN029 and RN035 of the National Frequency Bands Chart, under technical conditions that ensure the removal of the risk of harmful interference to other radio stations. SRD is, basically, the equipment (devices) with an emission power of a few mW up to 1-2 W.

In accordance with the legislation in force, ANRCETI issues to providers, authorized under the law, licenses for the use of radio frequencies and/or channels in order to provide electronic communications services. However, ANRCETI has the right to identify certain categories of radio frequencies, the use of which is permitted without a license or a technical permit.
