The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) has placed on its Internet page, for public consultations, the draft (doc. in state language) Administrative Board Decision on establishing the methodological principles for the development of cost calculation for interconnection services. The consultation will last until March 22, 2010, this date being the deadline for recommendations on the draft decision.
Last year the Agency developed and proposed for consultations the Draft Methodology for FL-LRAIC-based cost calculation for services for interconnection and access. After analyzing the recommendations provided by the participants and by the experts of the EBRD technical assistance project, ANRCETI considered it necessary to substantially modify the draft and change its name. The new draft, displayed for public consultations, contains methodological principles for the development of cost calculation models for interconnection services. After the document is discussed and approved, the Agency will proceed to the development of such methods.
The Explanatory Note supplementing the draft document specifies that the Agency will apply the FL-LRAIC methodology for a short and medium term and the FL-LRIC (LRIC pure) for a long term. The pure LRIC Methodology is qualified by the European Recommendation of May 7, 2009 (on regulating termination rates) as most appropriate for calculation of costs incurred by providers.
