ANRCETI intends to allocate 116(xxx) telephone numbers for free access services of social nature

Providers of public fixed and mobile telephone services shall ensure, free of charge, the access of callers from public telephone networks to numbers of 116(xxx) format, assigned for harmonized services of social nature. This is a requirement stipulated by ANRCETI (www.anrceti.md) Administrative Board Decision on regulating the access to national short numbers of 116(xxx) format, used for the provision of services of social character, harmonized at European level. The Decision was published in the Official Gazette of the Republic of Moldova on October 21 and shall become effective on February 1, 2012.

Mobile Providers Shall Publish Information on Quality of Services (QoS) Provided to End Users

Providers of public mobile telephone services are obligated to measure and make publicly available the information on quality of services provided to end users, on quarterly and annual basis, in their commercial offices and Internet pages. This is a requirement stipulated by ANRCETI Administrative Board Decision (doc. in state language) regarding quality of public mobile telephony services, issued to amend Board Decision nr.278 of 17.10.2009 establishing quality parameters for public electronic communications services. The Decision became effective October 21, 2011 – the date it is published in the Official Gazette of the Republic of Moldova.

Number of companies authorized to conduct activities of the electronic communications market raised to 445

In 9 months of 2011, The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) authorized 92 applicants to provide electronic communications services, being entered in the Public Register of Networks/Service Providers. By October 1, 2011, the number of providers included in this Register reached 445.

CIS Countries Will Take Up Moldova’s General Authorization Experience in Telecommunications

Telecoms administrations and regulators from CIS countries will review the opportunity to implement the general authorization regime for new entrants to the electronic communications market, which has been applied in the R. Moldova since 2008. This recommendation is contained in the Decision of the Commission for Coordination of Regulatory Bodies s’ Activities in the CIS countries, which is a working body of the Regional Commonwealth in the field of Communications (RCC). The decision was adopted at the fifth session of the Commission, on Thursday, October 6, in Chisinau.

EBRD and ANRCETI Review and Sum Up Technical Assistance Project „Communications Regulatory Development”

The European Bank for Reconstruction and Development (EBRD) and the National regulatory Agency for Electronic Communications and Information Technology (ANRCETI) are satisfied with the implementation results of the Technical Assistance Project „Communications Regulatory Development”, delivered in the timeframe October 2009 - October 2011. This message was conveyed by Mr. Paul Moffatt, EBRD Senior Legal Adviser, William Burnfield, Project Manager and Sergiu Sitnic, ANRCETI director, at a briefing (photo) held Thursday, October 4, as the project ended.
