General Authorization and Licenses

On September 15, 2008 the Agency started to apply the general authorization procedure - a new way of authorizing legal and natural persons to provide public electronic communications networks and services. The procedure is established by Law on Electronic Communications no.241 of 15.11.2007 and the Regulations on General Authorization Regime and License Issuance for Use of Limited Resources for Provision of Public Electronic Communications Networks and Services, approved by ANRCETI Administrative Board Decision no. 57 of 21.12.2010.

The aforementioned procedure provides for the obligation of legal and natural persons, intending to provide public electronic communications networks and services, to lodge with ANRCETI a notification, at least 7 days before launching the provision. The Agency, within 7 days from notification date, issues a standard informative statement to confirm notification receipt and enters the provider into the Public Register of Electronic Communications Networks and Service Providers. Once this is completed, after the 7-day timeframe, the applicant is considered a provider of the public networks and services as shown in the notification, thus acquiring specific rights and obligations envisaged by the general authorization and Law on Electronic Communications.

The Agency also issues to authorized providers licenses for the use of limited resources (radio channels, frequencies and numbering resources), licenses for two types of activities pertaining to information technology:
- Provision of services implying elaboration, maintenance and implementation of software, equipment and information systems of state interest;
- Provision of services implying projecting, elaboration, implementation of automated information systems and resources of state interest and ensuring their functioning.
The work related to notification procedure, issuance of licenses, their copies and duplicates, license updating and modifications is free of charge.

All the notification and license issuance procedures are described in the corresponding sections of the Agency’s Web site. All the activities connected with the aforementioned procedures are assigned to the Authorization and Control Department.
